A federal resume is not a normal resume
USAJOBS applications are rated by a human HR specialist against the job announcement rather than ranked by a keyword engine. That makes the announcement's exact language more important, not less, because the specialist is checking your resume against the wording of the specialised experience paragraph.
Federal resumes run long by design. Include, for every position: employment dates, hours per week, salary or grade, supervisor details where the announcement asks for them, and enough narrative to demonstrate the experience the announcement defines.
Why does hours per week matter so much?
Because qualifying experience is credited by hours worked rather than by calendar time. Office of Personnel Management guidance treats one year of experience as 52 weeks of full-time work, so a part-time position at 20 hours a week takes two calendar years to produce one year of credit.
Leave the figure off and a specialist may not credit the position at all, even if you were full time. Write it explicitly on every entry, and state the grade level anywhere you have held one.
Clearance and the rest of the block that gates you
If you hold a security clearance, state the level and current status near the top. It is a gating criterion for defence, intelligence and many contractor roles, and an active clearance materially changes how fast you can be hired. Veterans' preference, citizenship and any statutory eligibility belong in the same area. For state, county and municipal roles, name the civil service list or examination you have passed.
